It would be a great idea to have dedicated website where users can upload and download 256x256px icons. When uploading an icon it could ideally have tags that would allow a user finding a set of suitable icons to chose from. Many users do not have a huge amount of cards so the extra memory space required for custom icons will not be detrimental. Yes, some future ready websites have icons in the required size but most have the 16x16px and some have nothing. I have about 300 cards and about half of them use my own designed icons most of which are logotypes that have been found on internet and then cropped and resized to 256x256px. It works fine for me (but syncing it to my other Android devices does not work without flaws!)
I would love to see a place within the app that would redirect me to the website to download custom icons that users upload. I think there should also be icon packages that you could download and import in bulk directly into the app.
You could do this way: add "other icons" button in icon-assigning-menu, which will redirect the user to a web page with a survey about the most requested sites needing icons and all the icons from already satisfied requests.
This way everyone can download only icons they need and not the whole, heavy collection, from which most icons are to remain unused
You could gradually add new icons in order of their request popularity and only ones which have been requested by users.
What's wrong with icons/icon-packs that would be created by users and uploaded to your site? Other users (who can't design SVG) will choose needed icon-packs from the list in application and ID of icon-packs will be added to database. If there are ids of undownloaded/outdated icon-packs in the DB after synchronization they would be downloaded/updated.

What's wrong with 16x16 pixels? I don't know what size Keepass icons are but they are clear, and I do not have the best eyesight. is there any need to up-scale?
KeePass has a plugin that finds Icons and adds them to password entries, however KeePass is open source. I know you have it on your to do list :o)

This feature is in my list for a long time already, but there is no exact vision how this feature should work. I see two possibilities (each with own cons):
1) User just picks a icon file. Cons: To much hassle for a user - find or make an icon, then manually assign it. Only a small amount of user will use that.
2) SafeInCloud downloads a site's favicon automatically. Cons: Favicons are only 16x16 pixels. The picture quality will be very bad after upscaling.
And finally, those custom icons can significantly increase the database size, which will lead to a slow application operating and syncing.
